The above information given by Nepal based IGNOU Partner Institute is correct. However, the process is not as easy as you may think of it.

First of all, who are the students who can be admitted in IGNOU Partner Institute of Nepal?

Who can be admitted as an international student of IGNOU?
Ans. A person residing outside India and seeking admission for the courses offered by IGNOU where there are Partner Institutes of IGNOU. A list of all Partner Institutes may be seen at IGNOU Website Under a Link "International Students".

IN FAQs prepared by IGNOU University for International Students, Question No. 15, 16, 32 and 34 deal with change of Partner Institute from one country to another. 15. Can a student seek change of Region / Partner Institute / Regional Centre during her or his studies?
Ans. A student can seek change of region from overseas to India or vice-a-versa subject to the condition:
i) Such a change is not permissible for B.ED course from overseas to India.
ii) Change for Management Program from the overseas to India is permissible if the candidate undertakes to remit international fees during her/ his studies.



16. What is the procedure for seeking change of Region?
Ans. IGNOU provides the facility of change of region from overseas to India and vice-a-versa subject to certain conditions as mentioned in the above question. The candidate can apply in the prescribed form along with a fee of USD 50 or equivalent INR. Such application may be sent to the Director, International Division, Block 15, Section-K, IGNOU, Maidan Garhi, New Delhi – 110068.

32. Whether a learner can get transfer from India to abroad for continuing his/her studies?

Change of IGNOU Regional Center (RC) and Change of Study Center (SC)

The above form deals with Sub: Request for Change of Study Centre and it should be submitted to your IGNOU Regional Center of your State.

2. IGNOU Change of Regional Center from one IGNOU Regional Center (RC) to another Regional Center at another State.

Since one state can have only one IGNOU Regional Center, it means you are going to shift from one state to another state if you are thinking of changing IGNOU Regional Center. Therefore, there will be people who need change of IGNOU Regional Center because of change of state of their job or because of change of place of business. The people who need to move from one state to another like from Andhra Pradesh to Karnataka, from TamilNadu to Maharashtra, from Delhi to Madhya Pradesh etc. need to change their IGNOU Regional Center and this can be little complicated.

On the booklet prepared by Aligarh Regional Center of IGNOU, the form to change the Regional Center of IGNOU has been given on page 26. Therefore, as per the form, you need to make the change of Regional Center Request to the existing Regional Center where you are currently registered.
Once the existing IGNOU Regional Center receives such request, it will transfer your files and all the records to another Regional Center where you want your IGNOU Records to be transferred. So, You have to first make a request to existing IGNOU Regional Center to transfer your IGNOU details and records to another IGNOU Regional Center and start contacting another IGNOU Regional Center in another state where you want your IGNOU Registration and details to be transferred. Please note that you need to contact the new Regional Center of IGNOU to make sure that things happen on time and quickly. This is how you have to change your Regional Center of IGNOU.

(A&F) student in IGNOU University and am liable for 1st Term End Examination (TEE) of IGNOU in December, 2013 but my query is what is the last date of submission of IGNOU Assignments as I am confused because the questions provided for it stated 15th September, 2013 as last date for submission of IGNOU Assignments in some IGNOU Assignment Question Papers and in some IGNOU Assignment Question Papers, the last date of submission of IGNOU Assignment was mentioned as 30th September, 2013. Here in this IGNOU Assignment information Blog, I read that the last date for submission of Assignment for TEE December, 2013 (Term End Examination of IGNOU of December) is 30th October. So, Please kindly clear my doubts. Thanks"

Our Answer:

Dear Subodh Niraula, you read it very well in our blog. Please note that IGNOU Conducts any examination (TEE Examination of IGNOU, Term End Examination of IGNOU University) twice a year. The Examination is conducted once in June month of the year and another TEE of IGNOU (Term End Examination of IGNOU) is conducted in December month of the year. Depending on the time of the admission in IGNOU, you can attend either Term End Examination of IGNOU in June or Term End Examination of IGNOU in December. 

Now, you must note that the assignments of IGNOU must be submitted before even filing the examination forms. Without submitting the assignment, you can not even fill the examination form of the Term End Examination of IGNOU. Therefore, the normal rule is you must submit your assignment of IGNOU by October, 30 if you intend to appear in Term End Examination of IGNOU in the month of December.

Similar will be the case that you must submit your assignment of IGNOU by April, 30 if you intend to appear in Term End Examination of IGNOU in the month of June.

Please remember that the rules quoted above are normal rules regarding the submission of IGNOU Assignments.

However, you must also note down the specific rules made for each subjects and made for each academic year and by each branch of Schools. IGNOU has different branches of study. IGNOU has different study center and therefore, each can set their own rules with respect to due date for submission of assignments.

Therefore, we advise you to follow the specific instructions given in your Term End Examination (TEE) Assignment Question Papers/Term End Examination (TEE) Assignment Question Papers Booklet.

For example, we checked a subject of B.Com. (F&A). We found that one of the subjects that you have to study is Business Organisation. They have given the Assignment due date submission as 15 September if you are going to appear for Term End Examination of IGNOU in the month of December. They have also stated in their Term End Examination (TEE) Assignment Question Papers/Term End Examination (TEE) Assignment Question Papers Booklet that the Assignment due date submission is 15 March if you are going to appear for Term End Examination of IGNOU in the month of June.

Similarly, if you check Assignment Question papers booklet from HERE, you can see that they have mentioned different dates as Assignment Submission dates of IGNOU for Masters of Political Science/for Master of Arts in Political Science/for MA (Political Science)/ for MPS. Mr. Pranab Mukherjee, President of Republic of India has played a key role in public life for more than four decades. Before becoming the President of India he served as Finance Minister in Prime Minister Dr. Manmohan Singh’s cabinet.

Submissions of IGNOU Assignments before TEE June, 2013 Examination Form is very important. Without submitting IGNOU Assignments on time, you can not submit your TEE Examination Form for June, 2013. Therefore, you should hurry up as the last date of submission of IGNOU Assignment for appearing TEE June 2013 Examination is March 30, 2013.

NAGPUR: Indira Gandhi National Open University has been providing solace to scores of students across the country who cannot attend college full time. Over the years, IGNOU has made changes to its rules with a view to improve quality of education and ease access to higher education. However, a recent attempt on the same lines has ended up causing chaos.

IGNOU students have to submit their mandatory written assignments for evaluation and also pay the requisite exam fee. From this year on, IGNOU changed the rule making it mandatory to submit assignments before paying the exam fees. Earlier these two events, submission of assignment and paying exam fees, were not linked. Though the rule seems a good idea as it would ensure that the students complete their assignments before they appear for the exams, a goof up has ended up causing problems.IGNOU has given the last date for assignment submission as April 30 while last date for exam fee submission is April 15. Students arriving at IGNOU Regional Centre at Amravati Road were in for a shock. Shraddha Dahibase, a housewife enrolled in a post-graduate course, said, "This is not fair. We are losing 15 days of assignment submission time because of this new rule. IGNOU says pay the fees by April 15 but they won't accept fees without assignments. And assignments were not due till April 30 anyway."

TOI tried to get in touch with Delhi-based PRO of IGNOU Ravi Mohan but he was not available in the office. A woman staffer in his office, who did not wish to be named, said, "Yes, the rule has been made from this year itself. The anomaly has been brought to the notice of the authorities concerned, but no decision has been taken so far."

The Nagpur regional centre of IGNOU too faced numerous queries by applicants arriving to pay fees. Sivaswaroop, regional coordinator of IGNOU, said "Students have brought this to our notice. Normally, the submission date should be prior to the exam fee paying date. We have passed on the students' concern to the headquarters". Until a change is made by IGNOU headquarters, it seems students will have to just finish their assignments a little earlier."

Keep in mind that the last date of submission of assignment is March 30, 2013 for appearing for TEE June, 2013 Examinations conducted by IGNOU University.

IGNOU University Subject Change - IGNOU Rules

"Change of Elective/Course is permitted within 30 days from the receipt of first set of course material in the respective year only on payment of Rs. 150/- for a 4 credit course or part thereof and Rs. 300/- for a 8 credit course under graduate course and Rs. 300/- for elective up to 2/4 credits and Rs. 600/- for elective course of above 4 credits for Master degree courses by way of demand draft drawn in favour of IGNOU, payable at New Delhi. 

The request for change of Elective/Course should be addressed to Registrar, SRD, IGNOU, Maidan Garhi, New Delhi–110068. The student is required to return the study material already received to Registrar (MPDD) by registered post or in person along with the request for change of Course/Elective."

Recently, we had contacted IGNOU regarding TEE June, 2013 IGNOU Examinations and regarding submission of IGNOU Assignments. and regarding MBA Assignment Marks. Surprisingly, it was not easy to reach them. The emails sent to them returned undelivered. Phone numbers are unreachable. It is highly ridiculous to publish helpline emails and phone numbers that are hardly reachable. If not convinced, please try sending emails to the following email addresses.:-

Therefore, we were disappointed to see IGNOU's student grievances handling system on issues of IGNOU Assignments, Admissions and IGNOU Examination. We suggest that IGNOU must keep at least their email systems open and active if they really care about student grievances.

IGNOU Assignment Submissions 2013 June TEE

Assignment
Assignments are one of the most crucial components of the teaching-learning strategy of IGNOU and is a part of the Continuous Evaluation. Usually, Assignments carry 25% to 30% weightage in the overall course grade.

The University provides assignment question booklet to the students along with the study material wherein general instructions for submitting assignments and the due dates for assignment submission are indicated. Assignment Question Booklets for every session are also posted on the IGNOU website (www.ignou.ac.in) and can be downloaded by the students and Study center functionaries.

Submission of assignments is compulsory for appearing in Term End Examination. Therefore, students have to submit the assignment responses within the prescribed date at their study center  While applying for the Term End Examination, students have to obtain an authentication from the Coordinator/ Programme-in-charge of their centre regarding submission of their assignments.

Preparing the written assignments requires the students to read their study material and other related reference books so as to answer assignment questions better. A thorough reading of the study material along with additional reading of reference books mentioned in the units of the study material helps students in comprehending the subject. Assignments have to be handwritten by the student and the student should place a covering sheet clearly mentioning information such as the enrolment number, course code and course title of the assignment, date of submission, address of the students etc. Students are advised to keep photocopies of the assignment responses they submit at the Study Centre for their future reference.

Assignments submitted by the students at the study centre will be got evaluated by academic counsellors of the respective course. After evaluation of the assignments, the students should collect their assignments back to know their marks/ grades as well as for obtaining written feedback from the counsellors. Feedback provided by the academic counsellors by way of global and marginal comments, will help the student in comprehending the subject content better and in overcoming limitations and improve subsequent performance in writing assignments and Term End Examinations. If the students do not receive their evaluated assignments before the Term End Examination, they should contact the Study Centre for the same.

In case a student has applied for change of Study Centre or Regional Centre, he/she is expected to submit assignments at their old Study Centre till records are transferred to the new Regional Centre and Study Centre.

Assignments are changed every year. If students have missed to write assignments earlier and now wants to submit the assignment, they should collect the Assignment question booklet of the current session/ semester and then write the assignments. New assignments for each session/ semester can be downloaded from IGNOU website www.ignou.ac.in. Certificate programmes, usually do not have assignments. However, students are advised to consult your Programme Guide for specific details.

All IGNOU students must submit their assignments in order to get hall tickets for the Term End Examination (TEE), the Student Evaluation Division (SED) has announced.

“All IGNOU students are required to ensure the validity of their registration and submission of assignments of the courses for which they intend to appear in TEE. They are also required to get their examination forms authenticated from their Study Centres/ Programme Study Centres/Special Study Centres/Recognised Study Centres/Partner Institutions/Community Colleges/Convergence Centres/Programme Coordinators, etc. to this effect and submit the same at their respective Regional Centres,” said Prof Pushplata Tripathi, Registrar, SED.

GUIDELINES AND INSTRUCTIONS FOR SUBMISSION OF IGNOU ON-LINE EXAMINATION FORM

Dear student,
Please ensure that you have already submitted the IGNOU assignments as applicable for the courses you are filling in the IGNOU Examination Form. Otherwise, Hall Tickets will NOT be issued for the courses for which IGNOU assignments have not been submitted by you.

Students are required to pay examination fee @ Rs. 60/- per course for theory as well as practical. A late fee of Rs. 300/- from 1st April, 2013 to 20th April, 2013 and Rs. 500/- from 21st April, 2013 to 30th April, 2013 also needs to be included, if submitted during this period.

Results of December, 2012 Term-end examinations of IGNOU are available on University website www.ignou.ac.in .

In case you wish to make payment through credit card please select this option and make the payment. Note that 1.96% of the amount to be paid will be debited to your Credit Card Account towards transaction charges. Please retain the auto generated control no. for future reference.

You will receive an acknowledgement with control number at the E-mail address given in the application form.

You may visit SEARCH OPTION after 24 hours of submission of your form (leaving the day of submission except Saturday & Sunday) to see the details of particulars submitted by you. In case you find the particulars are not available, you may submit the form again.

IGNOU University issues hall-ticket to the students two weeks before commencement of Term-end Examination and also uploads the information on the university website. If you do not receive hall-ticket one week before commencement of examination, please download the hall-ticket from the website and report to the Examination Centre with your Identity Card issued by the University.

IGNOU Assignment Submission due date and public Holidays

Fatima from Hyderabad asks us:

"30th is Sunday. Will the IGNOU study center be open on a Saturday/Sunday also? Can I submit the IGNOU "assignments" on a Sunday? I got a message saying that IGNOU exam form (TEE Form) last date has been extended to Monday 1st. Does that mean I can submit the IGNOU Assignments also on Monday?"

IGNOU EXPERTS: Normally, many IGNOU study centers work and be open on Saturdays and Sundays. But, it is better to ask your IGNOU study center from phone if they work on Saturdays and Sundays and if you can submit the IGNOU Assignments on Saturdays and Sundays.

Fatima has another Question on IGNOU Assignment Submission and Examination Form Fill up: "If due to any reason I fail to submit the IGNOU assignments before 30th/1st. Can I still submit the IGNOU assignments with a late fee? I know there is a late fee for exam forms which is Rs. 300 until 20th and Rs. 500 until 30th of next month, but I just want to make sure if it works for assignments as well."

IGNOU Experts: There is no clarity on this. This depends on IGNOU Study Center. We know in some centers, students are allowed to submit their IGNOU Assignments without any issue if the delay is not more than 15-20 days after the due date. It is better to contact your study center (SC).

1. Naresh from Nagpur Asks, "Hi, I want to fill the exam form for December, 2012 TEE Examinations Online. I have submitted my assignments on 18 September, 2012 on IGNOU Study Center but the assignment status on the IGNOU Website is showing that they have not received my assignments yet. 
So, I am unable to fill form online. what should I do? How many days IGNOU take for updating the status of the assignments?

IGNOU Expert: Hello Naresh,
It's better to submit TEE form offline. Because it takes some time (more than 4 weeks to update into system as told from RC - Regional Center). Even the students whom we are coaching are running to RC for submission. It seems that the Online TEE Form submission is useful for only Arrears courses.(where we already submitted assignments and reappearing for TEE). It's better for students if IGNOU makes some provision in study center itself instant updating of Assignments Submitted Status by study center co-ordinator and later, let them send the Evaluated Assignments Grades to IGNOU.
