It clearly gives the following information to the prospective IGNOU Nepal Students.

1. Transfer facility to IGNOU study centers worldwide: Candidates once enrolled to the IGNOU can get transferred to any study centers / Partner Institutes (PIs) worldwide provided the courses/program is in offer.

2. Examination Facility: Candidates can appear TERM END EXAM from any Partner Institution/ Study Center worldwide, they can also appear exams through India Embassy / Indian Consulate in the countries where there is no Partner Institution / study center.

The above information given by Nepal based IGNOU Partner Institute is correct. However, the process is not as easy as you may think of it.

First of all, who are the students who can be admitted in IGNOU Partner Institute of Nepal?

Who can be admitted as an international student of IGNOU?
Ans. A person residing outside India and seeking admission for the courses offered by IGNOU where there are Partner Institutes of IGNOU. A list of all Partner Institutes may be seen at IGNOU Website Under a Link "International Students".

There, you will get FAQs relating to IGNOU International Students. IN FAQs prepared by IGNOU University for International Students, Question No. 15, 16, 32 and 34 deal with change of Partner Institute from one country to another. So, if you are student of IGNOU In Nepal in one of the Partner Institutions of IGNOU in Nepal and want to transfer your registration from Nepal to India or if you are IGNOU Student in India in one of the Regional Centers and if you want to transfer your registration from some Regional Center in India to IGNOU Partner Institution in Nepal, you must read answers to Question No. 15, 16, 32 and 34 and you will get the idea about how you can change your partner institutions and regional centers from one country to another, from Nepal to India and from India to Nepal.

The Questions and their answers have been reproduced below for the help of IGNOU International Students:

15. Can a student seek change of Region / Partner Institute / Regional Centre during her or his studies?
Ans. A student can seek change of region from overseas to India or vice-a-versa subject to the condition:
i) Such a change is not permissible for B.ED course from overseas to India.
ii) Change for Management Program from the overseas to India is permissible if the candidate undertakes to remit international fees during her/ his studies.



16. What is the procedure for seeking change of Region?
Ans. IGNOU provides the facility of change of region from overseas to India and vice-a-versa subject to certain conditions as mentioned in the above question. The candidate can apply in the prescribed form along with a fee of USD 50 or equivalent INR. Such application may be sent to the Director, International Division, Block 15, Section-K, IGNOU, Maidan Garhi, New Delhi – 110068.

32. Whether a learner can get transfer from India to abroad for continuing his/her studies?
Ans. The learner may get transfer to such countries where IGNOU has its partner institutes and the program he/she wants to pursue is in offer in such Partner Institutes. For this a list of partner institutes along with the programs offered may be seen at: http://id.ignou.ac.in

How to Change Regional Center of IGNOU - Issues for Nepalese IGNOU Students

We request you to read this blog post here before reading the current blog if you want to know how international students can change their partner institution or Regional Centers of IGNOU University from one country to another.

In this blogpost, we are specifically dealing with the case of Nepalese Students who are studying in IGNOU India and who want to transfer their Registration from some Regional Center of India to Partner Institutions of IGNOU in Nepal. This blogpost will also be equally applicable when you want to understand how to change Regional Center (RC) of Ignou from Kathmandu, Nepal to India.

WE have received the following query from Nepali Student who is currently studying at IGNOU University India. Nepali Student who is studying at IGNOU University at India is Mr. Subodh Niraula and he asks us the following questions:

I want to shift my examination center from IGNOU India to Kathmandu, Nepal Center of IGNOU University. So, what are the requirements of shifting Study Center and Regional Center of IGNOU by International Students enrolled in IGNOU? I heard that I need to submit my assignments to my Delhi based study center of IGNOU and request them to transfer my exam center to IGNOU, Kathmandu, Nepal. Is it right?

What exactly should I do to transfer my IGNOU Study and Regional Center from New Delhi, India to IGNOU, Kathmandu? And what is the last date of submission of exam form for December, 2015 Term End Examination (TEE)? 

OUR ANSWER:

Dear Subodh, Please note that there is no provision of shifting/transferring/ or changing only the Examination Centers of IGNOU University for one year. Therefore, you have to change the Regional Center/Study Center/Partner Institution, i.e. everything related to your IGNOU Education from India to Nepal. If there are IGNOU Students studying in IGNOU, Nepal and if they are looking for shifting/transferring/ or changing their IGNOU Centers, the same will apply. That is international students of IGNOU needs to change their Partner Institutions as a whole.

If one IGNOU Student wants to change his Study Center (SC) under a Regional Center (RC) within India, that is possible but for International Students of IGNOU, they need to change the entire partner institution/Regional Center when they want to transfer their IGNOU Registration from one country to another.

You have to also understand that there is no concept of Regional Center (RC) and Study Center (SC) for international students who have joined IGNOU Outside India. IGNOU Operates through Partner Institutions outsiude India and a Center will act as a Regional Center as well as the Study Center for International Students who have enrolled outside India with IGNOU University.

Change of Ignou Regional Center, Study Center and Partner Institutes by International Students of IGNOU

Students of IGNOU University are already aware that IGNOU operates in different counties. In this sense, IGNOU University is truly a world class international open University in India. International Students of IGNOU have two options to get admitted in IGNOU. They can join IGNOU either through foreign Study Centers located at foreign country/in their home place or if they are in India, they can register with IGNOU in India as International Students and can study here.

However, there can be a situation that a student enrolled in foreign partnered institution of IGNOU University may have to come back to India on a permanent basis or foreigner living in India may have to leave India due to various reasons. In such situations, students may face difficulty of studying in an IGNOU institution/Regional Center and may have to discontinue his IGNOU Education if that be a case where IGNOU does not allow to transfer the registration from one country to another. But, IGNOU has been very flexible to transfer the IGNOU Regional Center from one place to another within India and from India to outside and from outside to India. IGNOU University has taken care the interests of International and Overseas Students considering the various difficulties that may be faced by IGNOU International Students.

IGNOU Overseas or International Students therefore, can transfer their registration from overseas to India and from India to overseas. IGNOU has prepared a details Frequently Asked Questions (FAQs) for its international students and International IGNOU Students must go through it to find out the process and procedures to get admitted in IGNOU University. Please read Question No. 15 and 16 and their answers to understand the change of IGNOU Regional Center from one country to another in page 4 of the booklet. The Question and the answer is reproduced below:

One of the readers of our blog Asks: "I want to change my ignou regional and study centre both. My Regional Center (RC) and Study Center (SC) is in Kolkatta (Calcutta, West Bengal) but I am now in Vadodara, Gujarat. What should I Do?"

OUR RESPONSE: 

If you want a transfer of your IGNOU Regional Center from Kolkata, West Bengal to Vadodara, Gujarat, you have to write to Kolkata Regional Centre marking copies to the Gujarat Regional Centre.

Further, you have to obtain a certificate from the Coordinator of the Study Centre of Kolkata regarding the number of assignments submitted, practical exams completed in case your course has practical subjects. This letter from Study Center is called "No Objection Certificate".

The Regional director of Kolkata Regional Centre will transfer all records, details including details of fees payment to the Regional Centre of Gujarat under intimation to the Director, SR&E Division, IGNOU, New Delhi and to the Student. So, therefore, you have to first contact your existing IGNOU Regional Center (RC) to transfer your IGNOU Regional Center (RC) from one place to another. All the best!!

"What is the procedure to change the IGNOU regional center for MA (English) from Jaipur to Bangalore?

I enrolled for MA in English in Jaipur (January 2014). Now, I shifted to Bangalore (Indira Nagar). I would like to know the procedure to change my IGNOU regional centre. Do I need to visit Jaipur center for any formalities? Is the transfer process possible through mails? 

Kindly help if anyone has changed their IGNOU regional center."


USER's Response:

I wrote an email asking Jaipur IGNOU Regional Center to change my IGNOU Regional Center to Bangalore (mentioned my IGNOU enrollment number, IGNOU Registration Number, IGNOU Course Code, Year of Joining in IGNOU and asked for change of phone number and address change too).

In a few days, I got a reply from Jaipur Regional Center that my request is under process as my fee details and assignment if any, is transferred to Bangalore Regional Center of IGNOU University and I need to contact Bangalore Regional Center of IGNOU University.

Next, I wrote a mail to Bangalore Regional Center of IGNOU University stating control number (which was given by Jaipur Regional Center of IGNOU University reply mail from Jaipur Regional Center) and followed up with them on call. Currently, it is in progress. The Bangalore Regional Center of IGNOU University has stated that I will get a mail from Bangalore Regional Center of IGNOU University in a week which will mention my Bangalore study center of IGNOU University

OUR COMMENTS:

In the above case, the IGNOU Regional Center at Jaipur and Bangalore were relaxed and they initiated the process even after getting an email. However, not all Regional Center of IGNOU University may act on email. Therefore, it is advised to the students to write an official letter and attach the necessary forms for change of IGNOU Regional Center. It is better to visit in Person or through someone to the Current IGNOU Regional Center where you are registered and it is also advised to visit in Person to the Regional Center where you want your registration to be changed/Shifted/transferred. If you can not visit the Regional Center of IGNOU University, then, send your requests by Registered Post of India Post or by Courier and start following up by email or Phone.

IGNOU is the best University when it comes to distance learning or correspondence courses in India. IGNOu also has the very scientific and updated course structure and it imparts the great quality education. There is no doubt about the standard of Education IGNOU University New Delhi provides. The Change of Study Center within the same IGNOU Regional Center is easy as the form will ask your current study center details/Code and asks you desired study center details/code where you want to change your study center. The above form deals with Sub: Request for Change of Study Centre and it should be submitted to your IGNOU Regional Center of your State.

2. IGNOU Change of Regional Center from one IGNOU Regional Center (RC) to another Regional Center at another State.

Since one state can have only one IGNOU Regional Center, it means you are going to shift from one state to another state if you are thinking of changing IGNOU Regional Center. Therefore, there will be people who need change of IGNOU Regional Center because of change of state of their job or because of change of place of business. The people who need to move from one state to another like from Andhra Pradesh to Karnataka, from TamilNadu to Maharashtra, from Delhi to Madhya Pradesh etc. need to change their IGNOU Regional Center and this can be little complicated.

On the booklet prepared by Aligarh Regional Center of IGNOU, the form to change the Regional Center of IGNOU has been given on page 26. Therefore, as per the form, you need to make the change of Regional Center Request to the existing Regional Center where you are currently registered.
Once the existing IGNOU Regional Center receives such request, it will transfer your files and all the records to another Regional Center where you want your IGNOU Records to be transferred. So, You have to first make a request to existing IGNOU Regional Center to transfer your IGNOU details and records to another IGNOU Regional Center and start contacting another IGNOU Regional Center in another state where you want your IGNOU Registration and details to be transferred. Please note that you need to contact the new Regional Center of IGNOU to make sure that things happen on time and quickly. This is how you have to change your Regional Center of IGNOU.
